                         On May 15, 2006, David Wilson, President of Spectrum Five LLC (*Spectrum
                         Five"), met with Commissioner Jonathan Adelstein; Barry Ohlson, Commissioner
                         Adeistein‘s Senior Legal Advisor for Intemational & Spectrum Issues; and Rudy
                         Brioché, Commissioner Adelstein‘s Legal Advisor for Media Issues
                       Spectrum Five outlined the public interest benefits that would result from grant of
                       its pending Petition to provide DBS service in the United States using a satellite
                     | system authorized by the Netherlands," including the significant expansion of
                     | spectrum eapacity that could be used to provide localsinto—local and high—definition
                       DBS services to American consumers.. Spectrum Five also described its efforts to
                       date to develop and deploy a state—of:the—art "tweener" satellite system.
