Dear Ms. Dortch:

        This is to inform you that Stacy Fuller of The DIRECTV Group, Inc.
(“DIRECTV”) and undersigned counsel spoke yesterday by telephone with Aaron
Goldberger, Legal Advisor to Chairman Martin, and Bruce Gottlieb, Legal Advisor to
Commissioner Copps. In these calls, the DIRECTV representatives discussed the
pending Application for Review of the International Bureau’s grant of authority to
Spectrum Five, LLC to serve the U.S. market from foreign-licensed “tweener” satellites,
raising concerns consistent with their comments in these proceedings.

        They also pointed out that the alternative remedy of requiring Spectrum Five to
file a modification application later this year is a small change from the existing
requirement in Spectrum Five’s authorization to provide the Bureau with much of the
information that would underlie such an application. This would provide the
Commission and all interested parties a formal framework within which to evaluate the
specific manner in which Spectrum Five proposes to operate - a process that, in the
normal course, would already have happened but in this case has not.
