("ICO®") notifies the Commission that it intends to commence constructing and testing ancillary terrestrial component ("ATC") facilities on or after August 27, 2007. In August 2005, the Commission confirmed that ICO had commenced physical construction of its geostationary—orbit satellite consistent with its reservation of 2 GHz mobile satellite service spectrum." ICO will conduct ATC testing in the 2000—2200 MHz and 2180—2200 MHz frequency bands.
