Dear Ms. Dortch:

        Pursuant to Section 1.1206 of the Federal Communications Commission’s rules, this letter
provides notice that on September 25, 2019, representatives of Amazon.com Services, Inc.’s
subsidiary Kuiper Systems LLC (collectively, “Amazon”) met with staff of the International
Bureau, Satellite Division (“Bureau”) to discuss the above-referenced application for authorization
to launch and operate a Ka-band non-geostationary satellite orbit system (the “Kuiper System”).
Participating on behalf of Amazon were C. Andrew Keisner, Julie Zoller, and Darren Achord, as
well as Carlos Nalda of LMI Advisors and Jen Hindin of Wiley Rein LLP as outside counsel. The
Bureau was represented by Jose Albuquerque, Karl Kensinger, Stephen Duall, Samuel Karty,
Jameyanne Fuller, and Alan Thomas (by phone).

        The parties discussed Amazon’s recent response to the Bureau’s questions,1 as well as
Amazon’s progress on its development of the Kuiper System. The parties also discussed
International Telecommunication Union procedures.
