Dear Ms. Dortch:

       Pursuant to Section 1.1206 of the Federal Communications Commission’s rules, this letter
provides notice that on July 26, 2019, representatives of Amazon.com Services, Inc. subsidiary
Kuiper Systems LLC (“Amazon”) met with Commissioner Starks, his chief of staff and senior
legal advisor, Bill Davenport, and intern Michael Weingartner in response to a request by the
Commissioner’s Office for a briefing on Amazon’s Kuiper System. Participating on behalf of
Amazon were Rajeev Badyal, Rod Fleck, C. Andrew Keisner, Steve Pollmann, and Darren Achord
from Amazon, as well as Jennifer Hindin of Wiley Rein LLP.

        The parties discussed Amazon’s pending application for authorization to launch and
operate the Kuiper System – a Ka-band non-geostationary satellite orbit (“NGSO”) system
providing high-speed, low-latency broadband services to tens of millions of unserved and
underserved consumers and businesses in the United States and around the globe. In addition to
providing an overview of the pending application, Amazon explained how NGSOs – and the
Kuiper System in particular – can deliver quality broadband communications services to customers
in rural and hard-to-reach areas.
