CERTIFICATION 1 am the VP of Space Operations at Spaceflight Industries, Inc. ("Spaceflight"), the parent company of BlackSky Global LLC ("BlackSky"), ultimate owner and operator of the Global Constellation (Global 1—4). On October 3, 2018, and later corrected on October 23, 2018, the Federal Communications Commission‘s International Bureau granted BlackSky‘s application, authorizing the Global Constellation (Call Sign S3032). Pursuant to 47 CFR Section 25.173(b), I hereby certify that: (a) BlackSky launched Global—1 on November 28, 2018 and Global—2 on December 3, 2018; (b) both spacecraft were placed in their assigned orbital locations, Global—1‘s mean altitude is 487 km with an inclination of 97.49° and Global—2‘s mean altitude is 581 km with an inclination of 97.76°; (c) in—orbit testing of both space stations were completed for both Global—1 and Global—2 on December 21, 2018; (d) both space station‘s measured performance is consistent with the grant and; (e) both space stations are capable of using their assigned frequencies. I also hereby certify, pursuant to Sections 25.164(b)(1) and 25.164(f) of the Commission‘s rules that BlackSky has satisfied the milestone for Global—1 and Global—2 by launching each spacecraft, placing them in their authorized orbital location, testing and finding that it operates in accordance with the grant, and beginning operation of the satellites are in accordance with the terms of the grant. l declare under penalty of perjury that the foregoing is true and correct to the best of my —AI Nicholas Merski Vice President,!Space Operations Spaceflight Industries, Inc.
