Dear Ms. Dortch:

Hughes Network Systems, LLC (“Hughes”) hereby withdraws its request for waiver of milestone
and bond requirements regarding the above-referenced application. 1 Under its letter of intent
authorization for Jupiter 2 (EchoStar 19), Hughes has met all interim milestones, 2 expects to
comply with the final July 27, 2017 milestone, 3 and remains in compliance with the bond
requirement. Thus, a waiver of milestone and bond requirements is not required here.
