Operations under this grant must comport with the legal and technical specifications set forth by the
applicant or petitioner and with the Federal Communication Commission‘s rules not waived herein. This
grant is also subject to the following conditions:

    1.   Horizons—3 must prepare the necessary information, as may be required, for submission to the
         International Telecommunication Union (ITU) to initiate and complete the advance publication,
         coordination, due diligence, and notification process of this space station, in accordance with the ITU
         Radio Regulations. Horizons—3 will be held responsible for all cost—recovery fees associated with ITU
         filings. No protection from interference caused by radio stations authorized by other administrations is
         guaranteed unless coordination and notification procedures are timely completed or, with respect to
         individual administrations, coordination agreements are successfully completed. Any radio station
         authorization for which coordination has not been completed may be subject to additional terms and
         conditions as required to effect coordination of the frequency assignments of other administrations. See
         47 CFR § 25.111(b).
    2.   While at the 169.0° E.L. orbital location, Horizons—3 must maintain the Horizons 3e space station with
         an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.
    3.    In connection with the provision of service in any particular country, Horizons—3 is obliged to comply
         with the applicable laws, regulations, rules, and licensing procedures of that country.
    4. Horizons—3 must operate Horizons 3e at the 169.0° E.L. orbital location in compliance with all existing or

        future coordination agreements for this location.
        Horizons—3‘s requests for waiver of Sections 25.210(a)(3), and 25.210(i)(1) of the Commission‘s rules, 47
        CFR §§ 25.210(a)(3), and 25.210(i)(1), are GRANTED. Section 25.210(a)(3) requires that space stations
        in the FSS used for domestic service in the 3700—4200 MHz and 5925—6425 MHz frequency bands be
        capable of switching polarization sense upon ground command. Section 25.210(i)(1) requires space
        station antennas in the FSS to be designed to meet a cross—polarization isolation of at least 30 dB within
        the primary coverage area of the antenna. Sections 25.210(a)(3) and 25.210(i)(1) were eliminated as part
        of a recent Commission—level order streamlining Part 25 rules governing satellite communications, but
        the rule changes are not yet effective." The same public interest rationales for elimination of these rules
        justify waiver of these rules in this instance."
        Horizons—3‘s request for waivers of Sections 25.202(a)(1) and 2.106 of the Commission‘s rules, 47 CFR
        §§ 25.202(a)(1) and 2.106, which allocate 12.2—12.7 GHz to Fixed Service (FS) and Broadcast Satellite
        Service (BSS) in the United States, and 12.7—12.75 GHz to FS, Mobile Service, and FSS (Earth—to—space)
        in International Telecommunication Union (ITU) Region 2, including the United States, is GRANTED on
        a non—interference and non—protected basis. Horizons—3 will operate Horizons 3e in these bands at the
        169.0° E.L. orbital location in the space—to—Earth direction, which is in accordance with the Region 3
        allocation for FSS, and thus conforms to the International Table of Frequency Allocations. Further, under
        the ITU Region 2 BSS Plan, there is at least 15.8 degrees of orbital separation between Horizons 3e at
        169.0° E.L. and the nearest possible BSS network that could provide service to any portion of the ITU
        Region 2, so it is unlikely that operations of Horizons 3¢e will interfere with any BSS networks in Region
        2. Moreover, Intelsat License LLC (Intelsat) is already authorized to operate its Intelsat 8 space station to
        provide FSS at the 168.9° E.L. orbital location in the 12.25—12.75 GHz (space—to—Earth) frequency band,
        on a non—interference, non—protected basis to any earth station in ITU Region 2.4 Additionally, Horizons—
        3 will protect terrestrial station operations by complying with ITU PFD limits specified in No. 21.16 of
        the ITU Radio Regulations. As a non—conforming user of the 12.2—12.75 GHz band in ITU Region 2,
        Horizons—3 must not cause harmful interference to existing and future authorized users who are operating
        in accordance with the Table of Allocations in ITU Region 2, and must accept interference from such
        authorized users. In the event Horizon 3e‘s operations in the 12.20—12.75 GHz band cause harmful
        interference to any authorized service operating in accordance with the Table of Frequency Allocations,
        Horizons—3 must cease operations immediately upon notification of such interference and must
        immediately inform the Commission, in writing, of such an event.
        Horizons—3‘s request for waiver of the requirement in Section 25.140 to provide an interference analysis
        for the Appendix 30B frequencies of 10.85—10.95 GHz, 11.2—11.45 GHz, and is GRANTED. Horizons—3
        states that at 169.0° E.L., Horizons 3e will be at least 32 degrees from any U.S. Appendix 30B filing
        covering the 10.85—10.95 GHz, 11.2—11.45 GHz, and frequencies, and that this will provide sufficient
        orbital separation to ensure that Horizons 3e does not significantly degrade the interference environment
        for any other U.S. Appendix 30B location.
        The operation of Horizons 3e and associated earth stations must comply with: (i) the applicable uplink
        limits in Sections 25.211, 25.218, 25.221, 25.222, 25.226, and/or 25.227 of the Commission‘s rules in the
        5925—6425 MHz, 12.92—13.25 GHz, and 13.75—14.5 GHz frequency bands; (ii) the applicable downlink
        limits in Section 25.212 of the Commission‘s rules in the 3700—4200 MHz, 10.85—11.7 GHz, and 12.2—

   12.75 GHz frequency bands. These limits cannot be exceeded unless Horizons—3 coordinates any non—
   conforming operation with the operations of U.S.—licensed GSO space stations within 6 degrees of 169.0°
   E.L. Non—conforming operation must also be coordinated with respect to those operations of non—U.S.—
   licensed space stations within 6 degrees of 169.0° E.L. involving approved communications with U.S.—
   licensed earth stations.
   Horizons—3‘s use of the 10.85—10.95 GHz (space—to—Earth), 11.2—11.45 GHz (space—to—Earth), and 12.92—
   13.25 GHz (space—to—Earth) frequency bands is subject to footnote 5.441 to the United States Table of
   Frequency Allocations, 47 CFR § 2.106, 5.441, which states that operations in these bands shall be in
   accordance with the provisions of Appendix 30B.
10. Horizons—3‘s use of the 10.85—11.7 GHz frequency band is subject to footnote US211 to the
   United States Table of Frequency Allocations, 47 CFR § 2.106, US211, which urges applicants
   for airborne or space station assignments to take all practicable steps to protect radio astronomy
   observations in the adjacent bands from harmful interference, consistent with footnote US74.
11. Horizons—3‘s use of the 10.85—11.7 GHz and 12.92—13.25 GHz frequency bands is limited to
   international operations in accordance with footnote NG52 to the United States Table of
   Frequency Allocations, 47 CFR § 2.106 NGS52.
12. Operations of Horizons 3¢ in the 14.47—14.5 GHz (Earth—to—space) frequency bands are subject to the
   terms of footnotes 5.149 and US342 to the United States Table of Frequency Allocations, 47 CFR §2.106,
   5.149, US342, which urge applicants to take all practicable steps to protect the radio astronomy service
   from harmful interference.
13. Pursuant to footnote US337 of the United States Table of Frequency Allocations, 47 CFR § 2.106,
    US337, any earth station in the United States and its possessions communicating with the Horizons 3e
    space station in the 13.75—13.8 GHz (Earth—to—space) frequency band is required to coordinate through the
    National Telecommunications and Information Administration (NTIA) Interdepartment Radio Advisory
   Committee (IRAC) Frequency Assignment Subcommittee (FAS) to minimize interference to the National
   Aeronautics and Space Administration (NASA) Tracking and Data Relay Satellite System, including
   manned space flight.
14. In the 13.75—14.0 GHz (Earth-to-'space) frequency band, receiving space stations in the fixed satellite
   service must not claim protection from radiolocation transmitting stations operating in accordance with
   footnote US356 the United States Table of Frequency Allocations, 47 CFR § 2.106, US356.
15. Operations of any earth station in the United States and its possessions communicating with the Horizons
   3e space station in the 13.75—14.0 GHz (Earth—to—space) frequency band must comply with footnote
   US356 to the United States Table of Frequency Allocations, 47 CFR § 2.106, US356, which specifies a
   mandatory minimum antenna diameter of 4.5 meters and recommended minimum and maximum
   equivalent isotropically radiated powers (e.i.r.p.). Operations of any earth station located outside the
   United States and its possessions communicating with the Horizons 3¢e space station in the 13.75—14.0
   GHz (Earth—to—space) frequency band must be consistent with No. 5.502 to the ITU Radio Regulations,
   which allows a minimum antenna diameter of 1.2 meters for earth stations of a geostationary satellite
   orbit network and specifies mandatory power limits.
16. Operations of any earth station in the United States and its possessions communicating with the Horizons
    3e space station in the 13.77—13.78 GHz (Earth—to—space) frequency band must comply with footnote
    US357 to United States Table of Frequency Allocations, 47 CFR § 2.106, US357, which specifies that the
    maximum e.i.r.p. density of emissions not exceed 71 dBW in any 6 MHz band within the 13.77—13.78

         GHz (Earth—to—space) frequency band for communications with a space station in geostationary—satellite
         orbit.5 Operations of any earth station located outside the United States and its possessions
         communicating with the Horizons 3e space station in the 13.77—13.78 GHz (Earth—to—space) frequency
         band must comply with No. 5.503 of the ITU Radio Regulations, which specifies a required maximum
         e.i.r.p. density of emissions (limit is dependent on antenna diameter) for communications with a space
         station in geostationary—satellite orbit.
     17. Horizons 3e must begin providing service at the 169.0° E.L. orbital location in the 3700—4200 MHz
         (space—to—Earth), 5925—6425 MHz (Earth—to—space), 10.85—11.7 GHz, 12.25—12.75 (space—to—Earth), and
         13.75—14.5 GHz ((Earth—to—space) frequency bands before the satellites it is replacing, Intelsat 805 (Call
         sign $2404) and Intelsat 8 (Call sign $2460), discontinue service at the 169.0° E.L. orbital location.
         Failure to meet this milestone will render this authorization to operate in these frequency bands NULL
         and VOID.
    18. Horizons—3 seeks to operate Horizons 3¢ in the 10.85—11.7 GHz (space—to—Earth), 12.2—12.25 GHz (space—
        to—Earth), 12.92—13.25 GHz (Earth—to—space), and 13.75—13.997 GHz frequency bands that are not
        authorized on either the Intelsat 805 or Intelsat 8 space stations, thus, Horizons—3 is required to file a bond
        for the additional frequencies it seeks to include in the Horizons 3e space station, pursuant to Section
         25.165 of the Commission‘s rules, 47 CFR § 25.165. Accordingly, this grant of authority in the 10.85—
         11.7 GHz (space—to—Earth), 12.2—12.25 GHz (space—to—Earth), 12.92—13.25 GHz (Earth—to—space), and
         13.75—13.997 GHz frequency bands will become NULL and VOID, with no further action on the
         Commission‘s part, if Horizons—3 does not meet the following requirements:
              a. Execute a non—contingent contract for construction of the satellite within one year (July 6, 2017);
              b. Complete the Critical Design review within two years (July 6, 2018);
              c. Commence construction within three years (July 8, 2019); and,
              d. Launch and begin operations within five years (July 6, 2021).
    19. Horizons—3 must file a bond with the Commission in the amount of $3,000,000, pursuant to the
        procedures set forth in Public Notice, DA 03—2602, 18 FCC Red 16283 (2003), within 30 days of this
        grant (August 5, 2016)
    20. The license term for the space station is 15 years and will begin on the date that Horizons—3 certifies to
         the Commission that Horizons 3e has been successfully placed into orbit and its operations fully conform
         to the terms and conditions of this authorization. Horizons—3 is directed to file its certification of
         commencement of operation with the Commission within five business days of Horizons 3e being placed
         into operation at the 169.0° E.L. orbital location.


Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 CFR § 0.261,
and is effective upon release.

Station licenses are subject to the conditions specified in Section 309(h) of the Communications Act of 1934, as
amended, 47 U.S.C. § 309(b).
