Re: Application for Authority to Operate EchoStar 1 as an In-orbit Spare
       IBFS File Nos. SAT-LOA-20150512-00034
       Call Sign S2943 (formerly, S2739)

Dear Ms. Dortch:

EchoStar Satellite Operating Corporation (“EchoStar”) submits this supplemental letter to
clarify that its above-referenced application for operating authority of the EchoStar 1
(Call Sign S2943) satellite seeks a license term of approximately five years, expiring in
October 2021, consistent with the satellite’s estimated end of life (“EOL”), and to correct
the application’s Schedule S information indicating a 12-year license term.

On June 17, 2016, EchoStar 1 commenced inclined orbit operations to extend its mission
life. As a result, and based upon the amount of useable propellant remaining as of June
30, 2016, the satellite’s projected EOL is October 2021. This projection takes into
account the 300 km. EOL disposal requirement, and is based upon a fuel consumption
rate for east-west station-keeping maintenance over the last several years of operations.

Please direct any questions regarding this matter to the undersigned.

Sincerely,

 /s/ Jennifer A. Manner
