Dortch Secretary Federal Communications Commission 445 12th Street, SW Washington, D.C. 20554 Re: Application for Authority to Operate EchoStar-1 as an In-orbit Spare IBFS File No. SAT-LOA-20150512-00034 Call Sign S2943 (formerly, S2739) Dear Ms. Dortch: EchoStar Satellite Operating Corporation (“EchoStar”) submits this supplemental letter to provide additional information in support of the above-referenced application for authority to operate the EchoStar-1 (Call Sign S2943) as an in-orbit spare at the nominal 77° W.L. orbital location. Specifically, EchoStar clarifies that the proposed C-band telemetry, tracking, and command (“TT&C”) operations of EchoStar-1 at 77.25º W.L. will be in accordance with a U.S. Advanced Publication Information (“API”) filing to be submitted with the International Telecommunication Union (“ITU”). Pursuant to 47 C.F.R. § 25.111(b)-(d), EchoStar submits the attached “USASAT-XXA (TTC 77.25WL).mdb” data file containing information required for the API filing, and requests that the Commission submit the filing with the ITU in support of the proposed U.S. licensing of EchoStar-1’s operations at 77.25º W.L. Further, on behalf of EchoStar, the undersigned below declares under penalty of perjury that EchoStar unconditionally accepts all consequent ITU cost-recovery responsibility.
