    Dear Mr. Albuquerque:

           The Commission previously granted Skynet’s above-referenced application for
    authority to launch the Telstar 12V satellite and operate it at 15° W.L. (the “Orbital
    Location”). In response to an inquiry from the Commission’s staff, this letter clarifies
    the status of the Appendix 30B payload on Telstar 12V (the “Appendix 30B Payload”).

           Skynet will operate the Appendix 30B Payload at the Orbital Location under ITU
    network IOMSAT-15W-B, Special Section AP30B/A6A/266, which was filed by the
    United Kingdom’s OFCOM on behalf of the Isle of Man, was received by the ITU-BR on
    January 29, 2013, and was published in IFIC 2746/11.06.2013. The Isle of Man is a
    Crown Dependency of the United Kingdom. The United Kingdom government acts on
    behalf of the Isle of Man for many external functions. Satellite networks for the Isle of
    Man are filed with the ITU-BR by OFCOM.

        A company known as Mansat has an arrangement with the Isle of Man
government whereby the rights to Isle of Man satellite networks are granted to Mansat.
Skynet’s affiliate has a commercial agreement with Mansat for licensing of certain
satellite networks filed by OFCOM on behalf of the Isle of Man government, including
the one referenced above for the Appendix 30B Payload. Through inter-affiliate
arrangements, those licensing rights are then made available to Skynet.
