Dear Ms. Dortch:

         By this letter, Hughes Network Systems, LLC ("Hughes"), licensee of Ka—band fixed—
satellite service space station Call Sign $2753, in accordance with the authorization granted by
the Commission in June 2012 (File No. SAT—LOA—20120424—00075, Stamp Grant, at Condition
No. 12), hereby informs the Commission that the EchoStar XVII satellite has been successfully
placed in orbit and that the operations of the satellite fully conform to the terms and conditions of
the underlying authorization as of this date.

       EchoStar XVII was launched in August, is on station at 107.1° W.L., and is performing
within authorized parameters. The EchoStar XVII space station completed testing and entered
commercial service on October 1, 2012. A copy of the Hughes press release announcing the
inauguration of service is enclosed. Accordingly, the 15—year license term for this space station
began on October 1, 2012, and should bear an expiration date of October 1, 2027.
