Dear Ms. Dortch:

       On March 10, 2010, EchoStar Corporation ("EchoStar") filed an application for authority to
launch its new EchoStar 15 satellite to be operated at 61.5° W.L. nominal orbital location. See File No.
SAT—LOA—20100310—00043 (filed March 10, 2010). EchoStar is hereby submitting all information
required to modify the ITU‘s Appendix 30 Broadcasting—Satellite Service ("BSS") Plans and the
associated Appendix 30A feeder link Plans to incorporate the characteristics of its new satellite.
EchoStar understands that it will be held responsible for any cost recovery fees associated with this ITU
filing.

          EchoStar hereby submits a computer disk containing three files, which provide all of the
information required to modify the ITU‘s Appendix 30 BSS Plans and the associated Appendix 30A
feeder link Plans. Additionally, EchoStar is submitting a letter accepting responsibility for any cost
recovery fees associated with the ITU filings. See Attachment A.

       This letter is submitted on behalf of EchoStar Corporation ("EchoStar") in connection with
EchoStar‘s proposed satellite network USABSS—33 at the 61.5° W orbital location. See EchoStar
Corporation, File No. SAT—LOA—20100310—00043 (filed March 10, 2010).

        EchoStar is aware, that as a result of the actions taken at the 1998 Plenipotentiary Conference,
processing fees will now be charged by the International Telecommunication Union ("ITU") for satellite
network filings. Consequently, Commission applicants are responsible for any and all fees charged by
the ITU. EchoStar hereby states that it is aware of and unconditionally accepts this requirement and its
responsibility to pay any ITU cost recovery fees associated with the aforementioned ITU filing at the
appropriate time. In addition, all correspondence with EchoStar regarding ITU cost recovery issues
should be directed to the undersigned.

SUBJECT: Request for modification of the AP30/30A Region 2
BSS Plan for the USABSS—33 satellite network.

Dear Sir:


The U.S.    Administration is submitting,   under Article 4 of
AP30/30A,    a request for modification of the AP30/30A Region
2 BSS Plan for the USABSS—33 satellite network.

Enclosed is a zipped file "USABSS—33.zip"      containing:
  e   Attachment 1 — USABSS—33 Beams.mdb — the Appendix 4
      electronic submission
  e   USABSS—33 AP30&30A.mdb —     the GIMS database   file   for
      USABSS—31
  e   Usabss—33   (val)   — results of validation


The electronic coordination request submission was analyzed
using the ITU validation software      (SpaceVal, Version 6.1.2,
July 2009).     There were no fatal errors reported.

Kindly note that the satellite that is intended to be
operated under the USABSS—33 network registration will be
operated simultaneously with all the other United States
AP30 broadcasting—satellite service (BSS) and associated
AP3OA feeder—link Plan assignments and modifications at the
U.S. assigned 61.5° W.L. nominal orbital location.

The operating—agency code assigned to this satellite
network is 146, which corresponds to EchoStar Corporation.
Cost—recovery invoices associated with this satellite
network should be sent to the following point of contact:
