SAT-LOI-20081119-00217; SAT-LOA-20090807-00085 Dear Ms. Dortch: On January 12, 2010, Scott Gibson and Gerry Wall of Ciel Satellite LP (“Ciel”) met with Robert Nelson, Andrea Kelly, Kathyrn Medley, Chip Fleming and Diane Garfield of the International Bureau. Ciel described the capacity it is currently providing over the Ciel-2 Broadcast-Satellite Service (“BSS”) spacecraft, which is used to deliver High-Definition local programming to millions of U.S. video subscribers, and outlined its plans to significantly expand its satellite fleet. In particular, Ciel discussed its plans for use of the 17/24 GHz BSS band at the 103° W.L. orbital location. In the course of that discussion, Ciel touched on issues raised in its pleadings in the above-referenced application proceedings. Ciel’s comments on these matters were consistent with the arguments Ciel made in its pleadings. Pursuant to Section 1.1206(b)(2) of the Commission’s rules, a copy of this letter is being filed for inclusion in the above-noted proceedings.
