   Dear Ms. Dortch:

                   On December 2 1,2007, EchoStar Holding Corporation (“EchoStar”)’ filed an application
   for authority to launch its new AMC-14 satellite to be operated at 61 SoW.L. File No. SAT-LOA-
   2007 1221-00183 (filed Dec. 2 1,2007). EchoStar is hereby submitting all information required to
   modify the ITU’ s Appendix 30 Broadcasting-Satellite Service (“BSS”) Plans and the associated
   Appendix 30A feeder link Plans to incorporate the characteristics of its new satellite. EchoStar will also
   be held responsible for any cost recovery fees associated with these ITU filings.

                  EchoStar hereby submits a computer disk containing two files, which provide all of the
   information required to modify the ITU’s Appendix 30 BSS Plans and the associated Appendix 30A
   feeder link Plans. Additionally, EchoStar is submitting a letter accepting responsibility for any cost
   recovery fees associated with the ITU filings. See Attachment A.

            On January 1,2008, EchoStar Satellite Operating Corporation, the original applicant on the
   application, consummated apro forma assignment of its space station authority at the 61 SoW.L. orbital
   location. See File No. SAT-ASG-20071108-00154, granted in Public Notice, DA 07-4655 (rel. Nov. 16,
   2007). Echostar, the new licensee, will submit a notification to update the application to reflect this
   assignment as required by 47 C.F.R. 1.65.

                 This letter is submitted on behalf of EchoStar Holding Corporation (“EchoStar”) in
   connection with Echostar’s proposed satellite network USABSS-28 at the 61SoW orbital location. See
   EchoStar Satellite Operating Corporation,Application to Construct, Launch the AMC-I 4 Satellite and
   Operate that Satellite at 61.5 O V U ., File No. SAT-LOA-20071221-00183 (filed Dec. 2 1,2007).’

                   EchoStar is aware that as a result of the actions taken at the 1998 Plenipotentiary
   Conference, processing fees will now be charged by the International Telecommunication Union
   (“ITU”) for satellite network filings. As a consequence, Commission applicants are responsible for any
   and all fees charged by the ITU. EchoStar hereby states that it is aware of and unconditionally accepts
   this requirement and its responsibility to pay any ITU cost recovery fees associated with the
   aforementioned ITU filing at the appropriate time. In addition, all correspondence with EchoStar
   regarding ITU cost recovery issues should be directed to the undersigned.

           On January 1,2008, EchoStar Satellite Operating Corporation consummated apro forma
   assignment of its space station authority at the 61SoW.L. orbital location. See File No. SAT-ASG-
   2007 1108-00154, granted in Public Notice, DA 07-4655 (rel. Nov. 16,2007). EHC, the new licensee,
   will submit a notification to update the application to reflect this assignment as required by 47 C.F.R. 5
   1.65.
