       Re:     USABSS-30 ITU Cost Recovery

       Dear Ms. Dortch:

             This letter is submitted on behalf of EchoStar Satellite Operating L. .C. (“EchoStar”) in
       connection with Echostar’s proposed satellite network USABSS-30 at 110” W.L. See Stamp Grant,
       SAT-LOA-20070622-00085 (granted Jan. 1 1,2008).’

               EchoStar is aware that as a result of the actions taken at the 1998 Plenipotentiary Conference,
       processing fees will now be charged by the International Telecommunication Union (“ITU”) for satellite
       network filings. As a consequence, Commission applicants are responsible for any and all fees charged
       by the ITU. EchoStar hereby states that it is aware of and unconditionally accepts this requirement and
       its responsibility to pay any ITU cost recovery fees associated with the aforementioned ITU filing in a
       timely manner. In addition, all correspondence with EchoStar regarding ITU cost recovery issues
       should be directed to the undersigned.



                 Effective December 3 1, 2007, EchoStar Satellite Operating Corporation was converted into a
       Colorado limited liability company and renamed EchoStar Satellite Operating L.L.C. Under Colorado
       law, “[tlhe resulting entity is the same entity as the converting entity.” See Colo. Rev. Stat. 7-90-202(4).
