             Dear Mr. Lin:

             The Satellite Division is assessing 115 License Subsidiary, LLC‘s (115 License Sub)
             compliance with the milestone conditions associated with the above—captioned 17/24
             GHz Broadcast—Satellite Service (17/24 GHz BSS) space station authorization. Pursuant
             to the authorization and Section 25.164 of the Commussion‘s rules, 115 License Sub was
             required to enter into a binding non—contingent contract to construct the space station one
             year after grant (December 17, 2009), and to complete critical design review (CDR) two
             years after grant (December 17, 2010).

             On December 17, 2009, 115 License Sub submitted its construction contract with Space
             Systems/Loral Inc. to demonstrate compliance with the contract execution milestone. By
             letter, the Satellite Division sought additional information regarding payments made
             underthe contract. On August 27, 2010, 115 License Sub filed a letter and related
             documents detailing contract amendments and payments made to that date. 115 License
             Sub supplemented that information on September 30, 2010 and November 2, 2010,
             reporting further payments to Space Systems/Loral. On December 15, 2010, 115 License
             Sub submitted a certification of CDR completion and supporting documents.

             To facilitate consideration of 115 License Sub‘s milestone filings, we seek the following
             additional information:

                       1. Evidence of payments that were made under the satellite construction
                          contract between November 1, 2010 and the current date. Please
                          identify with particularity which contract milestone(s) were completed,
                          in which milestone month(s), and what payments were made, specified
                          both individually and cumulatively.


            Summarize any changes to the construction contract and list the items or
            articles that have changed since the contract was originally submitted to
            the Commuission. Please submit copies of all amendments or
            modifications to the construction contracts.

           Indicate whether long lead items needed to begin physical construction
           of the spacecraft were ordered and/or delivered. Provide a summary of
           the status of design at CDR with supporting evidence. As part of its
           showing, 115 License Sub should indicate (a) whether any design
           verification activities were conducted and the result of such activities,
           and (b) whether electrical and mechanical analyses and simulations were
           conducted and the result of such analyses and simulations.

115 License Sub‘s response must be filed with the Secretary of the Commission no later
than 30 calendar days from the date of this letter. You may contact Andrea Kelly,
