Dear Mr. Nelson:

               SES Americom, Inc. ("SES Americom"), by its attorneys, hereby submits
documentation to demonstrate compliance with the critical design review ("CDR") construction
milestone for the AMC—21 Ku—band expansion satellite to be located at 125° W.L. Because SES
Americom has already submitted a compliance filing related to the construction contract for
AMC—21, we request that the Commission make a finding that SES Americom has met the first
two AMC—21 milestones and authorize reduction of the AMC—21 performance bond to
$1,500,000.

                On August 10, 2006, SES Americom submitted a copy of the construction
contract for AMC—21 to show that it had met the initial milestone under its authorization. SES
Americom requested authority to reduce the original $3 million bond by 25% to $2,250,000.
This matter is pending before the Commission.

              SES Americom submits here the showing required to support a further reduction
of the bond to $1,500,000, consistent with Commission policies.1 The AMC—21 license requires

SES Americom to complete the CDR for AMC—21 by September 16, 2007." The attached
invoice from Alcatel Space demonstrates that CDR was completed as of March 27, 2007. The
invoice indicates that SES Americom approved payment of the amount due, and SES Americom
has verified that the invoice has been paid.

             Based on this evidence, we request that the Commission enter a finding that the
AMC—21 CDR milestone has been satisfied, in addition to the construction contract milestone
SES Americom addressed in its prior filing, and authorize reduction of SES Americom‘s
performance bond accordingly.
