Washington, DC 20554 Re: DIRECTV Enterprises, LLC Milestone Completionfor DIRECTVlO (Call Sign S2641) File No. SAT-LOA-20040909-00169 Dear Ms. Dortch: On March 8,2005, the International Bureau authorized DIRECTV Enterprises, LLC (“DIRECTV”) to launch and operate DIRECTV 10, a Ka-band space station, at the nominal 103” W.L. orbital location. In accordance with Condition 2(e) of that authorization and Section 25.165 of the Commission’s rules, DIRECTV posted a $3 million performance bond to secure its compliance with four milestone requirements. The Commission previously determined that DIRECTV satisfied the first three of these milestones,’ and the fourth - launch and operation of the spacecraft - was to be completed by March 8,2010. As confirmed by the attached Declaration, the DIRECTV 10 satellite was successfully launched on July 6,2007, and began regular operations at its authorized orbital location on September 14,2007. Accordingly, DIRECTV has satisfied the final milestone requirement in its authorization well in advance of the required date, and therefore requests that the Commission find it is entitled to cancel its performance bond. See Public Notice, Rep. No. SAT-00379,21 FCC Rcd. 9133 (Int’l Bur. 2006).

DECLARATION I, James R. Butterworth, Senior Vice President, Engineering and Operations, DIRECTV Enterprises LLP, hereby certify as follows: 1. The DIRECTV 10 spacecraft was successfully launched from the International Launch Services facility in Baikonur, Kazakhstan, on July 6,2007. 2. AEter completion of in-orbit testing, DIRECTV 10 was placed in its assigned orbital location of 102.775' W.L. and began operations on September 14,2007. James R.
