Dear Ms. Dortch,

               I refer to the February 5, 2007 letter‘ from Robert G. Nelson to Pantelis Michalopoulos
regarding the critical design review ("CDR") materials submitted by EchoStar Satellite Operating
Corporation ("EchoStar"") for the above—referenced space station authorization."

               The February 5 letter requested an explanation of the discrepancy between the authorized
TT&C frequencies for the proposed satellite and the TT&C frequencies mentioned in the CDR
materials. This discrepancy has been noted and is an action item for the spacecraft manufacturer to
address. The completed spacecraft will operate on the authorized TT&C frequencies.
