Dear Ms. Dortch:

        On January 10, 2005, the International Bureau (*Bureau") issued a decision authorizing
Mobile Satellite Ventures Subsidiary LLC ("MSV") to launch and operate an L—band Mobile
Satellite Service ("MSS®) satellite at 63.5°WL. Paragraph 54 of this decision requires MSV to
submit a written statement by March 11, 2008 identifying any known satelltes located at, or
planned to be located at, the 63.5°WL orbital location, or assigned in the vicinity of that location,
such that the station keeping volume ofthe satelltes might overlap, and that states the measures
that will be taken to prevent in—orbit collisions with such satelltes.
        In accordance with this requirement, MSV hereby states thatitis not aware ofany other
FCC— or non—FCC:licensed satelltes that are operational or planned to be deployed at or near the
63.5°WL orbital location whose station—keeping volume would overlap with that ofMSV‘s
satellte at the 63.5°WL orbitallocation.
