Dear Ms. Dortch:

        On January 21, 2015, Anders Johnson, President, EchoStar Satellite Services, L.L.C.,
Jennifer A. Manner, Vice President, Regulatory Affairs, EchoStar Operating Corporation,
(collectively, “EchoStar”) and the undersigned met with the following representatives of the
International Bureau: Deputy Bureau Chief Troy Tanner, Stephen Duall, Karl Kensinger, Lynne
Montgomery, Cindy Spiers, and Merissa Velez.

       EchoStar discussed the milestone status of the five satellite authorizations referenced
above, which were surrendered in 2011. EchoStar explained that for each of those
authorizations, the company had entered into a binding, non-contingent satellite manufacturing
contract with Loral, and EchoStar explained how specific aspects of those contracts satisfy the
necessary milestone showing. EchoStar also discussed how, for three of the satellites, the
company had submitted a sufficient showing to meet the second milestone, completion of critical
design review. EchoStar urged the Commission to find that the company satisfied these
milestones and to mitigate its bond obligations accordingly.
