       Dear Ms. Dortch:

             On February 19,2004, the Commission granted PanAmSat Licensee Corp.
      ("PanAmSat") an authorization to launch and operate its Galaxy 141 satellite at 125.05'
      W.L.2 Condition 6 of that authorization requires PanAmSat to submit a written
      statement identifying "known satellites located, or planned to be located, at
      PanAmSat's assigned orbital location, or assigned in the vicinity of that location such
      that the station-keeping volume of the respective satellites might overlap" and stating
      measures that will be taken to prevent in-orbit collisions with these satellites.

        PanAmSat is the licensee of SBS-47 Galaxy 5, and Galaxy l2,4 the only known
satellites located, or planned to be located, in the vicinity of Galaxy 14's 125.05' W.L.
assigned orbital location. PanAmSat is not aware of any other FCC licensed systems, or
systems applied for and under consideration by the FCC, in the vicinity of this orbital
location.5 Likewise, PanAmSat does not believe there are any systems in the vicinity of
this orbital location that are the subject of ITU filings and are progressing towards
launch.

       Accordingly, there are no other operators with which PanAmSat must coordinate
to prevent in-orbit collisions with Galaxy 14. PanAmSat has internal procedures in
place to ensure that its satellites operating in the vicinity of 125.05"W.L. will not collide
with Galaxy 14.
