      Dear Ms. Dortch:

              On May 23, 2005, the International Bureau (*Bureau") issued a decision authorizing
      Mobile Satellite Ventures Subsidiary LLC (*MSV") to launch and operate an L—band Mobile
      Satelite Service (°MSS") satellite at 101°WIL (called "MSV—1")." Paragraph 74 ofthis decision
      requires MSV to submit a written statement by July 22, 2008 identifying any known satelltes
      located at, or planned to be located at, the 101°WIL orbital location, or assigned in the vicinity of
      that location, such thatthe station keeping volume ofthe satellites might overlap, and that states
      the measures that will be taken to prevent in—orbit collisions with such satellites.
               In addition to its own two licensed satelltes (AMSC—1 and MSV—1), MSV is aware that
      DIRECTV Enterprises, LLC (‘DIRECTV") is authorized by the Commission to operate four
      satellites atthe 101°WL orbital location (DTV—IR, —2,—45, —8)° and has applied to the
      Commission to operate two additional satellites at that location." MSV is also aware that SES
      Americom Inc. (‘SES") is lcensed by the Commission to operate a satellite (AMC—4)at the
      101°WL orbital location. Moreover, Pegasus DBS Development Corporation has an application
      pending with the Commission to launch and operate a satellte at the 101°WL orbital location.*

With respect to non—U.S.—licensed systems, the United Kingdom, France, and Luxembourg have
filed coordination requests with the TTU for satellites at the 101°WIL orbital location. MSV is
not aware ofany construction contracts that have been awarded for these networks. Moreover,
none ofthese satellites appear in the FAA‘s Commercial Space Launch Schedule.
        MSV will coordinate the station keeping box ofMSV—1 with operators at the 101°WL
orbital location. In—orbit collsions can be avoided ifthe satellites operating at the nominal
101°WL orbitallocation operate at offset locations to avoid overlapping station keeping boxes.
