      Dear Ms. Dortch:
             On December 2, 2004, Carson Agnew, Dick Evans, and Lon Levin of Mobile Satellite
      Ventures LP (‘MSV LP"), and the undersigned, on behalf of MSV LP, met with William Bell,
      Robert Nelson, Cassandra Thomas, and Tom Tyez ofthe International Bureau to discuss MSV‘s
      above—referenced pending satelite application. In particular, MSV described the current effort to
      work with Mobile Satellite Ventures (Canada)Inc., its Canadian pariner, and Industry Canada,
|     the Canadian regulator, to harmonize the design oftheir respective next—generation satelltes. As
      with the current generation satellites, it is anticipated that the two satellites will be identical and
      will provide in—orbit redundancy for each other. MSV proposed to report back to the Bureau by
      mid—January.
