          Dear Mr.Tycz:
          We writs to request that the Intematiocal Bureau reconsider and adjust the construction
          milestone datesin its Order (released. une 19,2001) granting Loral Space 8 Communications
          Ltd. authority b launch and operate a Vu-band satellite at 37.5 W.L. to replace Telstar 11 which is
          now operatingat that location. In the unt 19 Order the Bureau imposed the following
          construction milestones:

          Commence Construction: November 2001
          Complete Construction: January 2C 03
          Launch                       February 2303

          It appears that the Bureau adopted the aunch milestone date as praposed in the application that
          Lomi filed in May 1398, and that the Bureau set the other milestone dates accordingly. Given the
          more than three years that elapsed betmen the filing of the Telstar 11 application and 'k grant,
          that launch date is no longer feasible. Accordingly, Loral requests that the construction
          milestonessot forth in paragraph 18 of ttie Order be adjusted as follows:

          Commence Construction: June 2002
          Complete COrrWction:   December 2004
          Launch                 January 2035

          These proposed adjusted milestone dates are realistic based on the date ofauthorization and are
          consistent with the rOutinc milestone scnedule that the Bureau attaches to FSS satellite
          authorizations. Moreover, the current prjection for the end of the useful life of Telstar 11 is May
          2005.Correctingthe milestone dates as we have proposed would serve the public interest by
          maximizingthe useful life of Telstar 11 arrd permitting adequate time to construct and timely
          launch the authorized satellite that Will replace Telstar 11 at the end of its useful life.
