In a series of telephone conversations and related e—mails between representatives of KaStarCom,
Wildblue and Commission staff, KaStarCom was asked to file a letter reaffirming its preference for
orbital assignment, spectrum for uplink, downlink operations, inter—satellite links, telemetry,
tracking and control and transfer orbit and emergency operations. Staff also requested information
concerning the manner in which KaStarCom proposes to operate its satellites. Staff also requested
further clarification regarding the relationship between Wildblue (originally known as KaStar
Satellite Communications Corp.) and KaStarCom.

On May 30, 2001, KaStarCom informed Commission staff that it intends to use the Ka—band
payload from the Telesat Anik F—2 satellite. The Ka—band payload of Anik F—2 will operate in the
spectrum designated for satellite use in the U.S., including the portion qualified for blanket
licensing. At the same time, KaStarCom stated that it originally applied for the 175° W.L. and 52°
E.L. orbital locations. KaStarCom states that it has since changed its request in the second Ka—band
processing round to 1000 MHz at the 111° W.L. and 500 MHz at each of the 109.2° W.L. and 73°
W.L. orbital locations. On June 7, 2001, KaStarCom filed a minor amendment responding to all
staff inquiries, including its request for a change of orbital assignment, change in the manner in
which it will operate its system, and clarifying its relationship with Wildblue.
