Dear Ms. Dortch:

      Loral Space & Communications Ltd. ("Loral") hereby requests that the
Commission dismiss, without prejudice, its above—captioned applications for authority to
launch and operate four geostationary fixed—satellite service satellites that would
operate in the 40.5—41.5 GHz and 49.2—50.2 GHz bands ("V—band applications").‘
Pursuant to Section 25.152(a) of the Commission‘s rules, 47 C.F.R. § 25.152(a),
dismissal of Loral‘s V—band applications is to be granted as a matter of right if the
request is made prior to final Commission action.

       Loral filed its applications almost six years ago on September 26, 1997, in
response to a cut—off notice establishing a processing round for V—band applications.?
Since that time, other than the routine assignment of file numbers, Loral‘s V—band
applications have not been accepted for filing, placed on public notice or otherwise


              Loral is also submitting requests for refund of the application fees Loral paid in connection with
              these applications.

processed. These delays and uncertainty surrounding the V—band spectrum allocation
have led Loral to decide not to pursue these applications.
