      Dear Ms. Dortch:

                ASTROLINK International LLC ("Astrolink") hereby relinquishes and
      abandons the above—referenced space station and earth station licenses.

                Astrolink applied for and received licenses for a total of nine
      satellites at five orbital locations in the first Ka—band processing round.1
      Earlier this year, Astrolink submitted a modification application
      relingquishing two of the five orbital locations. 2 Astrolink now submits for
      cancellation the remaining space station licenses as well as its license for
      an earth station at Brewster, Washington, and requests that its pending
      applications be dismissed. After attempting without success to raise
      sufficient funds, Astrolink has determined that it will not complete
      construction of and operate the Astrolink Ka—band satellites.

          In May the International Bureau granted applications seeking
consent to the assignment of Astrolink‘s space station and earth station
licenses to Astrolink Holding L.L.C. ("New Astrolink").3 However, as a
result of the decision to terminate construction of the satellites, this
assignment will not be consummated.
