      Dear Ms. Dortch:

             On January 26,2004, PanAmSat Corporation ("PanAmSat") filed a letter
      withdrawing several applications to launch and operate geostationary satellite orbit
      ("GSO") space stations operating on broadcast satellite service ("BSS) frequencies,
      including the above-referenced application for a GSO BSS satellite at 67" W.L.2
      PanAmSat's application originally also had included a request to launch and operate a
      Ka-band payload at 67" W.L. That portion of the application, however, was amended to
      specify 103" W.L. instead of 67" W.L. The Commission granted PanAmSat's request for
      Ka-band authority at 103" W.L.,3 and PanAmSat subsequently assigned its Ka-band
      license for 103" W.L. to Hughes Network Systems, Inc. ("HNS).4

             It is PanAmSat's understanding that the call sign "S2191" has been associated
      with its BSS application for 67" W.L. The same call sign, however, apparently also has
      been associated with the Ka-band authorization for 103" W.L. that PanAmSat assigned
      to HNS. PanAmSat hereby clarifies that, with respect to S2191, PanAmSat's January 26

letter only dismissed the BSS application for 67" W.L., and took no action with respect
to the Ka-band license for 103" W.L. that had been assigned to HNS.
