As the agency responsible for space—related economic, technological, and educational development, the Spaceport Authority is very supportive of your efforts. Norstar‘s operational feasibility will be greatly enhanced by NASA‘s Advanced Communications Technology Satellite (ACTS) Ka band applied demonstration research, and will be further supported by the State of Florida‘s technology transfer agreement with NASA. In addition, we are sponsoring an initiative to establish a Florida Center for the Commercial Development of Space (CCDS) dedicated to commercial telecommunications technology whichwill target programs such as yours for joint NASA/industry/university support. The Spaceport Florida Authority is authorized to issue municipal revenue bonds to finance space—related projects, including space flight hardware and payloads. We anticipate that Norstar will be eligible for such bonds and will explore State—assisted financing for the project. We encourage Norstar‘s participation in our proposed CCDS, and we look forward to commencing in—depth discussions regarding your financial requirements as soon as possible after the project receives FCC licensing.
