         Reference: Norris Satellite Communications, Inc. (Norris)

         Dear Mr. Hartke:

         On July 28, 1994, Norris Satellite Communications, Inc. (Norris), a domestic fixed satellite
         service licensee, submiitted a statement indicating that the company had commenced
         construction of its proposed in—orbit satellite, NorStar I, in compliance with a Commission—
         imposed milestone deadline. See Letter from Chief, Domestic Facilities Division, Common
         Carrier Bureau, to Counsel, Norris Satellite Communications, Inc., dated December 10,
         1993. On September 153, 1994, Teledesic Corporation (Teledesic) filed comments
         questioning the sufficiency of this showing of compliance. Further, Norris has not notified
         the Commission that it has begun to construct its on—ground spare satellite, NorStar II, in
         accordance with the January 1995 commencement of construction deadline for that satellite.

         Section 25.210(j) of cur Rules, 47 C.F.R. § 25.210(j) requires space station licensess to
         submit, on a semi—angual basis, a report documenting the status of satellite construction, and
        anticipated launch dates. Normis has not submitted that information regarding either NorStar
        I or NorStar II. Accordingly, pursuant to Section 0.261 of the Commission‘s Rules on
        delegated authority, Norris Satellite Communications, Inc. is ordered to submit, within 30
        days of the date of this request, information relating to the status of the construction of the
        company‘s NorStar I and NorStar II satellites. To assure that the record in this proceeding is
        complete, and to respond to allegations raised by Teledesic, please include in your response
        specific information regarding satellite design, ordering system parts, financial expenditures
        to date related to system construction, and a statement by the satellite manufacturer indicating
        the date upon which it began construction of the NorStar I and II satellites.


Failure to respond to this request within 30 days will result in the cancellation of Nortis‘s
space station license, in accordance with Section 25.161(a) of our Rules, 47 C.F.R.
§ 25.161(a) and paragraph 25 of the Norris license. See In the Matter of Application of
