SUBJECT: Amendment of AfriSpace Inc.‘s Application. File No CSS—90—017
[IBFS FILE NO. SAT—LOA——19900723—00002]; Amendment File
                                  No. SAT—AMD—19990125—00016 (CALL Sign 52367).

I am familiar with the history and mission of AffriSpace Project. Specifically, when one
of the founders was sensitizing Ethiopians on the relevance of the project, many of us
were impressed of the immediate needs of such a project. At the time, I was heading
the newly established Affirmative Action Office at Addis Ababa University. I therefore
took stock of the enormous potentials of AffriSpace‘s technology in promoting the
objectives of my Office—to reach educationally disadvantaged populations residing in
                remote regions of the country.

Madam: Ethiopia is a country where "information technology" is least known and least
               — accessible to the majority of the people. Our government is drafting a law which allows
non—governmental public broadcasting systems. AffriSpace will have a significant role
to play in term of wider coverage and cost—effect methods of upgrading knowledge and
                 information.

I am of the opinion that a large number of Ethiopians will benefit from the Project.
Therefore, I am appealing to you to give us the opportunity to be the primary
beneficiaries of the Project. After all, the entire world is becoming closer as a result of
the innovative commitment of people in AfriSpace Inc. Thank you in advance. I
                remain Madame!

                Yours Truly %*
