Dear Ms. Salas:

Pursuant to a series of contacts and discussions years back with people from
Mr. Noah Samara‘s office, I have been very well acquainted with the
AfriStar, CaribStar and AsiaStar projects that could provide a satellite radio
broadcasting system. In fact, I can say one of the first contacts in Ethiopia
with these satellite projects is my Agency, Educational Media Agency
(EMA).

In spite of the fact that my Agency has a strong educational radio and
television broadcast along with distance education infrastructure, with the
wave of democracy spreading across my country cascades of demands of
the regions and that of the center for more air time have congested our 12
radio stations and they have already reached a point of saturation. This has
put us in a very critical situation for some years now.

The moment I heard of these satellite projects I was sure that my long—
standing problem is over and done—fait accompli. I know that satellite
broadcast alike terrestrial broadcast leaves no areas uncovered once it is
operational. It will knock on every door, be it on the hills or in the valleys
making the world a global village.

I have been particularly very much interested in the AffriStar for I have a
strong beliefthat the use of this satellite could resolve the ever—growing
needs of regional and central program output.

For these and quite a number of other reasons, I will always remain a
staunch supporter of AffiStar radio satellite broadcast for I believe it will be
an instrument and an input in any developmental endeavors a country or an
institution strives for.
