        Dear Ms Searcy:

        Minnesota Public Radio ("MPR"), a noncommercial,
        educational public radio network based in St Paul,
        Minnesota, is the licensee of 23 FM radio stations,                                                                    1 AM
        radio station,                    and 13 FM translators.

        MPR respectfully presents the following comments regarding
        the development of Digital Audio Radio Services (DARS) and
        on proposals by Satellite CD Radio to construct,                                                                launch
        and operate space stations for the provision of digital
        audio radio services.

        MPR has reviewed the proposals by Satellite CD Radio, and
        is in general supportive of these proposals, but wishes to
        recommend the following:

        *         Reserve 20% of any digital satellite spectrum for
                  public radio use.  This would provide an allocation
                  similar to that which exists on the FM spectrum, and
                  would ensure establishment of adequate channels for
                  public radio broadcasting.

                   The public policy benefits of reserving a portion of
                   the spectrum for this purpose are as follows:

                   — It would provide rural and unserved metro audiences
                   with access to the cultural,                                       educational and current
                   affairs programming available on public radio

                   — It would allow delivery of specialized, well—
                   targetted programming to national audiences in an
                   efficient and inexpensive manner
