Dear Mr. Caton:

       On behalf of Constellation Communications, Inc. ("Constellation"), enclosed is an updated
Licensee Qualification Report ("Form 430") to be associated with the above—captioned application.
This updated Form 430 reflects recent changes in the Board of Directors and Officers of
Constellation. Of particular note, Dr. Malcolm R. Currie, former Chairman and CEO of Hughes
Aircraft Company has joined Constellation‘s Board of Directors and will serve as its Chairman.
Dr. Currie brings years of experience in the satellite industry to Constellation. With the addition of
Dr. Currie, the recent space segment agreement with MATRA, ground segment agreement with
Raytheon—E—Systems and existing strategic partners in Brazil and Indonesia, Constellation is now
proceeding to implement its system. The seventy—five plus individuals now working on the
Constellation system are looking forward to the implementation of the satellite system and the
provision of service to the public.

       The attached updated Form 430 is accompanied by a press release detailing Dr. Currie‘s
background.

      Malcolm R. Currie Joins Constellation Communications, Inc.
                     As Chairman Of The Board
RESTON, Va., 18 June 1997...Constellation Communications, Inc. (CCI) announced today that
Malcolm R. Currie, former Chairman and CEO of Hughes Aircraft Company, has been elected to
CCI‘s Board of Directors, and will serve as its Chairman.

CCI is developing a Low Earth Orbit (LEO) satellite system to provide affordable voice, data
and other communications services to mobile and fixed—site users throughout the world. The
system is scheduled to be implemented and operational in the year 2000. CCI‘s major
shareholders include Bell Atlantic, SpaceVest and Raytheon E—Systems.

Dr. Currie‘s role as Chairman of the Board will be to work closely with CCI management to
oversee the system development, help open new markets, and foster new strategic relationships
for the company.

"I am excited about CCI‘s prospects for success." said Dr. Currie. "CCI is a new entrant in
international telecommunications and will enhance the U.S. competitive position. Its system
concept is inherently low cost and its phased implementation for telephony solutions in high
demand developing markets is one of the best business applications of LEO satellite technology I
have seen."

Dr. Currie served as Chairman and CEO of Hughes Aircraft Company from 1988 to 1992. His
current directorships also include Unocal Corporation, Investment Company of America, and
LSI Logic Corporation. Dr. Currie is past President of the American Institute of Aeronautics and
Astronautics and is Chairman of the Board of Trustees at the University of Southern California.
His distinguished career also includes service as Undersecretary of Defense for Research and.
Engineering, and the receipt of numerous honors and awards, including the Defense Department
Distinguished Public Service Medal, the NASA Distinguished Service Medal, the Goddard
Astronautics Award, and the French Legion of Honor. He received both his BA in Physics and
his PhD in Engineering Physics from the University of California at Berkley.

said founder and past Chairman of the Board, Bruce D. Kraselsky. "Having charted CCI‘s path
