     RE: Notice of Completion of De-orbit Maneuvers for Telstar 11, Call Sign S2670


Dear Ms. Dortch;

Skynet Satellite Corporation (SSC)', licensee of the Telstar 11 satellite, hereby notifies
the Commission that de-orbit maneuvers for the satellite were completed on March 20,
2008. The final orbital parameters are: (i) Perigee = 379 km above the geostationary arc,
(ii) Apogee = 580km above the geostationary arc.

All systems on board the satellite have been turned off and the batteries left in a state of
permanent discharge.

Based on advice from Astrium, the satellite manufacturer, it was not safe to completely
vent all of the fuel and oxidizer because the satellite was not designed for complete
purging of the fuel system. To the extent possible, SSC expended the maximum amount
of fuel to achieve a safe de-orbit altitude. SSC estimates that less than 1 Kg of fuel and
oxidizer remains on board the satellite. The valves have been closed and, with no

      power available to operate them or to operate the heaters on the spacecraft, the fuel and
      oxidizer have solidified and there is no danger of unanticipated discharge of fuel or
      propellant.
