              Dear Ms. Roman Salas:

              Please accept this letter as notification that the FEMA and South Florida Urban Search
              and Rescue (US&R) Task Force Sponsored by the City of Miami, pursuant to Public
              Notice dated March 19, 2001, supports the above—captioned application of Motient
              Services Inc. ("Motient") and Mobile Satellite Ventures Subsidiary LLC (°MSV Sub") filed
              on March 2, 2001.

              Motient‘s current satellite communications services address the communications logistics
              needs of emergency management agencies. In times of national natural disasters, the
              FEMA US&R Program sponsored by the City of Miami is called into action and requires a
              system that is dependable under all conditions. Motient‘s service offers reliable
              emergency response communication even when landline and cellular service is out and
              power lines are down.

              Fire, hurricanes, earthquakes, and floods can occur virtually anywhere in the United
              States and we are called upon to respond. When outages occur, Motient offers
              seamless coverage. Furthermore, by implementing multiple service and terminal
              applications, rapid deployment is achieved when an emergency occurs.

              Motient‘s satellite dispatch service allows people at a central command to communicate
              with one person, a specific team, or the entire organization in the field at one time.
              Regardless of location in the United States, we can communicate with the push of one
              button from one dispatch center. Motient also provided console integration into our
              existing dispatch system to enhance its interagency communication.
