Dear Ms. Roman Salas:

Please accept this letter as notification that Waveburst Communications, Inc, pursuant to
Public Notice dated March 19, 2001, supports the above—captioned application of
Motient Services Inc. ("Motient") and Mobile Satellite Ventures Subsidiary LLC ("MSV
Sub") filed on March 2, 2001.

Waveburst Communications has been an applications service provider for TMI
Communications since October 2000. We are based in San Jose, CA and are providing
products and services primarily to trucking and marine industries. As an applications
service provider, it is our responsibility to develop the interface and applications
software which allows us to sell a compiete satellite communications package that meets
our customers requirements. For the past six months, we have spent several hundreds of
thousands of dollars developing various software capabilities. We are beginning to
market these packages and are receiviig an enthusiastic reception from our customers
because we are able to offer a very complete solution at extremely attractive prices. It is
our opinion that the merger of Motient and TMI Cormmunications will provide further
economies of scale that can be passed on to our customer base thereby opening new
channels for mobile communications which were previously prohibitively expensive.
