 Please accept this letter as notification that International Space Brokers, pursuant to Public
 Notice dated March 19, 2001, supports the above—captioned application of Motient
 Services Inc. ("Motient") and Mobile Satellite Ventures Subsidiary LLC ("MSV Sub") filed on
 March 2, 2001.

 International Space Brokers has been associated with Motient since 1992; we currently
 negotiate its satellite insurance needs. As a business partner from the very beginning, we
 can attest to the vital backup communications services that Motient provides to a variety of
 organizations, including many emergency management agencies and field service teams.

 Mobile radio and cellular phones provide spotty or no coverage in many regions of the
 country, yet many organizations must still maintain dependable communications under any
 condition. With Motient‘s service, field teams have dependable access to communication
 when traveling in remote regions where analog telephones and pagers do not work. In
 times of national natural disasters, Motient offers reliable emergency response
 communication even when landline and cellular service is out and power lines are down.

 International Space Brokers agrees with Motient and MSV that the new system, as outlined
 in the application, is needed and would continue to improve communications in rural and
 remote communities.
