The application does not propose to modify the provision of Teleme prqvxdcd from the Control for the AMSC—1 satellite. Those services will continue to be United States, at least until an application to operat e otherw ise is filed with and approved by the Commission. 2. The new licensee will retain the ability, through actions initiated using its United States facilities without any involvement by personnel in Canada, to prevent any mobile earth _ terminal licensed by the Commission from communicating using the newlicensee‘s system (regardless of whether the system is using cither the current Motient satellite or the current TMI satellite). 3. The new licensee is committed, to the extent required by the Commission pursuant to its statutory authority (e.g., Section 706 of the Communications Act, 47 USC §606), to reestablish in the United States those communications ground segment facilities or functions that are to be relocated to Canada as part of the proposed consolidation of the Motient and TMIfacilities. As described in its application, MSV‘s next—generation system will include similar communications ground segment facilities. Such facilities will be located in the United States.
