       Dear Ms. Roman Salas:

       Pursuant to Public Notice dated March 19, 2001, please accept these comments on the above—
       captioned application of Motient Services Inc. ("Motient") and Mobile Satellite Ventures Subsidiary
       LLC ("MSV Sub") filed on March 2, 2001.

       The system proposed by Motient and MSV Sub is innovative and interesting. A valuable
       resource such as spectrum should be used to its maximum potential. A new state—of—the art
       Satellite System (as proposed by Motient & MSV Sub) with hundreds of spot beams over the US,
      would re—use the available L—band spectrum many times over while serving lots of disadvantaged
      users simultaneously. Further, re—use of the same L—band spectrum terrestrially, within high—
       density urban centers where satellite connectivity is generally not needed, is a good idea but
       should be implemented very carefully by the satellite operator to avoid harmful interference to
       GPS.

       It has, from the start, been our point of view that cellular systems gradually should give coverage
      everywhere, not only in densely populated areas. We don‘t see that cellular will do this in the
      foreseeable future. We have also seen the pure satellite systems are not viable. For that reason
      we think that if all of the USA shall be covered by cellular service, systems like this should be
      carefully considered. The satellite antennas should be such that really small, low cost cellular
      phones can be used. That has not been the case with previous satellite systems.
