Rome, 6 4& MRG. 2001 -7._ Subject: Motient and TMI Filing SAT—ASG—20010302—00017 Dear Sirs, with reference to the filing cited in object, Telespazio §.p.A., as network operator of a mobile satellite system belonging to Region 1 & 3 L—band GSO/MSS MoU signed by the Italian Administration, and since decisions taken in Region 2 indirectly influence the Master Plan annually agreed by the network operators of Regions 1 & 3, wishes to express its deepest concern regarding the request presented by Motient and TMI to allow the use of L—band spectrum, currently exclusively allocated to Mobile Satellite Services, for ‘fill—in‘ terrestrial mobile services in urban areas. Such a reallocation is not deemed necessary as spectrum is already available for mobile terrestrial services in other bands and would deeply affect the congestion of the L—band, crowded by mobile satellite operators, thus causing major interferences. In view of the foregoing, our opinion is that Motient and TMI‘s application must be denied. Thanking you in advance for your kind consideration, we send you our best regards.
