Dear Ms. Dortch:

                Yesterday, November 18, 2002, Michael Storey, President and Chief Executive
Officer of Inmarsat, Alan Auckenthaler, Vice President of the Americas and General Counsel of
Inmarsat, and the undersigned, met with Bryan Tramont, Senior Legal Advisor to Chairman
Powell, Edmond J. Thomas, Chief of the Office of Engineering and Technology and Ronald T.
Repasi, Assistant Chief, Engineering, of the Policy Division of the International Bureau. The
topics of discussion were the Inmarsat positions of record in this proceeding. Specifically,
Inmarsat urged the Commission not to allow ATC in the L—band because of the severe
interference it would cause to the Inmarsat system and because of the unacceptable resulting
disruption to service it would create for Inmarsat users.

                Copies of this letter are being provided to the individuals identified above. An
original and three copies are enclosed. This filing also in being made electronically in IB Docket
No. 01—185.
