Dear Ms. Dortch:

By this letter, Spire Global, Inc. (“Spire”) provides notification to the Federal
Communications Commission that no earlier than April 1, 2019 four (4) Luxembourg-
licensed MINAS satellites (part of the LEMUR-2 system) will be deployed into a 505 km
orbital altitude (SSO) from the PSLV C-45 mission from Sriharikota, India. Per condition 6 of
its license grant,1 Spire notes that it will not commence these satellites’ operations with its
U.S. ground stations until at least thirty (30) days after the date of this notice or following
their deployment, whichever comes later.

Below is a breakdown of the number of satellites that have been deployed per licensing
jurisdiction.

      •   United States
             o Phase I – 28 of 28 satellites
             o Phase IB – 28 of 28 satellites
             o Phase IC – 22 of 72 satellites
             o Phase II – 0 of 872 satellites
      •   Luxembourg
             o 8 satellites

             o 8 satellites

In total, Spire currently has 72 active satellites on orbit. Those satellites are operating
consistent with Spire’s license authorizations. Per condition 6 of its license grant,2 Spire will
not commence communications between its U.S. ground stations and the non-U.S. licensed
satellites bulleted above until at least thirty (30) days after the date of this notice.
