                                   Description of Amendment

                ViaSat, Inc. (“ViaSat”) hereby amends its pending Letter of Intent seeking to use
a satellite (“VIASAT-KA 89W”) under the authority of the United Kingdom to access the United
States using portions of the Ka band at the nominal 89º W.L. orbital location. IBFS File No.
SAT-LOI-20140204-00013, Call Sign S2917 (“Application”). Specifically, ViaSat clarifies
certain matters and provides certain supplemental information as described below. All other
information in the Application remains unchanged.

Coordination Request by the United Kingdom

               ViaSat clarifies that VIASAT-KA 89W will operate under the authority of the
United Kingdom. The United Kingdom’s Office of Communications (“Ofcom”) submitted a
coordination request with the ITU in connection with this network (under the name UK-KA-8)
on January 28, 2014 on behalf of ViaSat’s wholly-owned subsidiary, ViaSat Satellite Holdings,
Ltd., as evidenced by the attached letter from Ofcom to the ITU.

Amended Schedule S and GIMS Container File

               ViaSat provides an amended Schedule S that includes all of the information
required in S8 of the Schedule S. In lieu of embedding GXT files in Schedule S, ViaSat provides
the antenna beam diagrams in a GIMS container file associated with this amendment, consistent
with the Commission’s interim waiver of Section 25.114(d)(3). 1

                 In addition, the service area descriptions in S6(d) have been clarified by including
diagrams of the service areas of all uplink and downlink beams in the updated GIMS container
file. ViaSat requests a limited waiver of Sections 25.114(c) and 25.114(d)(4) to the extent
necessary to allow the submission of these diagrams in a GIMS container file instead of
embedding GXT files in Schedule S in response to S6(c). As the Interim Waiver Public Notice
regarding the use of a GIMS container file instead of GXT files indicates, granting such a waiver
would serve the public interest by imposing “less burdensome compliance options” and therefore
facilitating the submission of satellite technical data for processing by the Commission.2

        The clarifications to the service area of the satellite in S6 require corresponding revisions
to S7 of the Schedule S, which also have been made. In addition, the receive system noise
temperature in S7(n) for beam BNL is 416869 K. The entry in S7(n) for this beam was left blank
in the Schedule S because, as explained in the Application, the Schedule S software does not

allow a receive system noise temperature of greater than approximately 32800 K to be entered
into this field. 3

       The amended Schedule S and GIMS container file supersede the versions filed on
February 4, 2014.

       ViaSat requested a limited waiver of Section 25.114(c) of the Commission’s rules to the
       extent necessary to provide the receive system noise temperature in the Technical Annex
       instead of in the Schedule S. Application, Letter of Intent at 13 & Technical Annex
       § A.14. ViaSat requests that beam BNL be included in that waiver request.
