                          Dear Ms. Dortch:

                          Intelsat License LLC (“Intelsat”), by its counsel, hereby provides additional
                          information demonstrating compliance with the Commission’s first three
                          milestones—contract, critical design review (“CDR”) and begin construction—for
                          the Intelsat 27 satellite (call sign S2827).1 Intelsat has a pending request for the
                          Commission to find the first three milestones satisfied and reduce the $3,000,000
                          performance bond amount to $750,000.2

                          In support of the requested milestone compliance findings and bond reduction,
                          Intelsat is providing the following additional information:

                                  (1) a photo of the completed Intelsat 27 satellite;

                                  (2) a signed letter from Michael Neuman, Intelsat 4-Pack Contract Program
                                      Director, and Nancy Mateyka, Intelsat 4-Pack Contracts Manager, to
                                      Jean-Luc Froeliger, Senior Director, Space Systems Acquisition,
                                      Intelsat, summarizing the current progress of construction of the Intelsat
                                      27 satellite; and

                                  (3) a signed statement of Jean-Luc Froeliger, Senior Director, Space
                                      Systems Acquisition, Intelsat, certifying that construction of the Intelsat

               This letter is provided to Intelsat Satellite LLC to summarize the current progress of
               construction of the Intelsat 27 Spacecraft.

                   3.      The Spacecraft Critical Design Review was completed on 25 May 2011.
                   2:      The IS—27 Spacecraft was completed on 10 August 2012 and placed into
                           storage at the Boeing, El Segundo facility.

               The Spacecraft is scheduled to ship to the launch site in the first quarter of 2013.

               The undersigned hereby certifies that all of the above statements are true and
               correct.

        The undersigned hereby certifies to the Federal Communications
  Commission as follows:

               (1)     l am the program manager responsible for oversight of the
                       construction of the Intelsat—27 satellite.

               (2)     I am familiar with the milestone requirements set forth in
                       Section 25.164 of the FCC‘s rules.

              (3)      Construction of the Intelsat—27 satellite is complete. Attached is a
                       certification from Boeing Satellite Systems, Inc., the satellite‘s
                       manufacturer, to that effect.

              (4)      The attached photograph shows the completed Intelsat—27
                       satellite.

              (5)      As of September 1, 2012, Intelsat has paid the payments identified
                       by payment numbers 1 through 27 in the Intelsat—27 Spacecraft
                       Billing Milestone Plan, which is Exhibit E3 to the confidential Fixed
                       Price Contract for the Intelsat 4—Pack Satellite Program between
                       Intelsat LLC and Boeing Satellite Systems, Inc. dated July 10%,
                       2009.
