The request of PanAmSat Licensee Corp. (PanAmSat) to modify its authority in order to
operate its C—band space station, Galaxy 12 (Call Sign $2422), at the 133.0° W.L. orbital
location, IBFS File No. SAT—MOD—20100120—00013, as amended by
SAT—AMD—20100514—00102, is granted. Accordingly, PanAmSat is authorized to
operate the Galaxy 12 space station in the 3700—4200 MHz (space—to—Earth) and 5925—
6425 MHz (Earth—to—space) frequency bands to provide fixed—satellite service (FSS) from
the 133.0° W.L. orbital location. Additionally, PanAmSat is authorized to conduct
Telemetry, Tracking, and Telecommand (TT&C) operations with the Galaxy 12 space
station at the 133.0° W.L. orbital location using the following frequencies: 4198.0 and
4199.875 MHz (Horizontal/ space—to—Earth); 4198.0 and 4199.875 MHz (Left—Hand
Circular Polarization/space—to—Earth); 6424.5 MHz (Vertical/Earth—to—space); and 6425.5
MHz (Right—Hand Circular Polarization/Earth—to—space). This authorization shall be in
accordance with the technical specifications set forth in PanAmSat‘s application, Federal
Communication Commission (Commission) rules, and the following conditions:

       1.      PanAmSat shall prepare the necessary information, as may be required, for
submission to the International Telecommunication Union (ITU) to initiate and complete
the advance publication, international coordination, due diligence, and notification
process of this space station, in accordance with the ITURadio Regulations. PanAmSat
shall be held responsible for all cost recovery fees associated with these ITU filings. No
protection from interference caused by radio stations authorized by other Administrations
is guaranteed unless coordination and notification procedures are timely completed or,
with respect to individual Administrations, coordination agreements are successfully
completed. Any radio station authorization for which coordination has not been
completed may be subject to additional terms and conditions as required to effect
coordination of the frequency assignments with other Administrations. 47 C.F.R. §
25.111(b).

        2.     PanAmSat shall operate the Galaxy 12 satellite at the 133.0° W.L. orbital
location in compliance with all existing or future coordination agreements.

        3.     PanAmSat‘s request for continued waiver of Section 25.283(c) of the
Commission‘s rules, 47 C.F.R. 25.283(c), is granted for the reasons stated in the original
grant of waiver. See IBFS File No. SAT—MOD—20080630—00133 (granted Sept. 2, 2008).

       4.      While at the 133.0° W.L. orbital location, PanAmSat shall maintain the
Galaxy 12 spacecraft with an east/west longitudinal station—keeping tolerance of +/— 0.05
degrees.

        5.     Grant of this modification does not constitute "specific authority" pursuant
to Section 25.161(c) of the Commission‘s rules.

         6.      Grant of this authorization is without prejudice to any decision regarding
Intelsat‘s ability to operate a replacement space station in the 3700—4200 MHz, 5925—6425
MHz, 11.7—12.2 GHz, and 14.0—14.5 GHz frequency bands at the 129° W.L. orbital

location.‘ Grant of this authorization does not constitute an announcement that these
frequencies are available for reassignment.

        7.      Nothing in this authorization extends the license term for this space
station, Call Sign $2422, which expires on May 4, 2018. See IBFS File No. SAT—LOA—
20000929—00136.

        8.      PanAmSat is afforded thirty days from the date of release of this grant and
authorization to decline this authorization as conditioned. Failure to respond within this
period will constitute formal acceptance of the authorization as conditioned.

        9.     This action is issued pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of
the public notice indicating that this action was taken.
