Dear Ms. Dortch:

        On March 15, 2011, James (Jay) Monroe III, Executive Chairman of the Board of
Directors, and L. Barbee Ponder IV, General Counsel and Vice President of Regulatory Affairs,
of Globalstar, Inc. (“Globalstar”); Debbie Hirst, consultant to Globalstar; Jean Philippe Poirier,
of BNP Paribas; and Sylvie Leclercq, of Société Générale; met with Paul de Sa of the
Commission’s Office of Strategic Planning and Policy Analysis; and Gardner Foster, Robert
Nelson, and Rod Porter, of the Commission’s International Bureau. During this meeting the
participants discussed the status of Globalstar's above-captioned application for domestic earth
station licenses, as well as the related status of the licensing and registration of its second
generation satellite constellation in France.
