                              Launch of First Plane of Replacement Satellites


Dear Mr. Nelson:

        ORBCOMM License Cop. (“ORBCOMM’) hereby provides updated information on the
planned upcoming launch of the first plane of ORBCOMM replacement satellites. The launch
from Kapustin Yar, Russia, using a COSMOS 3M rocket, is now scheduled to occur during the
week of March 23 - 29,2008. ORBCOMM’s first plane of new satellites will consist of the U.S.
Coast Guard Demonstration satellite and five ( 5 ) “Quick Launch” satellites. A sixth Quick
Launch satellite previously slated for deployment on this launch will instead be retained for
future deployment.

        ORBCOMM’s pending space segment modification application, as amended on
November 16,2007, has completed the requisite Public Notice cycles, is unopposed, and is thus
ripe for immediate grant under the Commission’s satellite processing Rules.’ There is a
possibility that ORBCOMM’s upcoming launch may have to be delayed, if, among other things,
the requisite Commission authorization is not issued sufficiently prior to the planned launch
window. Accordingly, ORBOMMM respectllly reiterates its request for prompt disposition of
